Michigan Waste, Recycling Bill Package Moves To Governor’s Desk

The bills focus on recycling and reuse strategies for solid waste.

A group of bills designed to update Michigan’s solid waste plan are headed to Gov. Gretchen Whitmer’s desk, according to an article from Waste Dive. The bill package, HB 4454-4461, reportedly refocuses solid waste policy away from disposal and toward recycling, diversion and other circular economy strategies.

According to the article, the bill package calls for changes to landfill permitting requirements and increased permit costs in some instances. It also requires hauling companies to make recycling services available to single family homeowners alongside waste hauling services. Waste Dive reports that the package also requires counties to have approved materials management plans, provide grants for recycling and infrastructure projects and, more controversially, reclassify chemical recycling as a manufacturing process.
