The threat of terrorism, both internal and external, has tremendously changed how countries around the world are implementing physical and logical security. That change has been acutely felt in the petrochemical industry.
The need to secure plants and facilities dealing with the production, processing, storage and transportation of large amounts of potentially volatile substances is obvious. Recognizing this, the United States and other countries are enacting laws requiring facilities to undergo a series of assessments and put in place appropriate security measures based on the type of chemicals, quantity and proximity to population centers.

The need to secure plants and facilities dealing with the production, processing, storage and transportation of large amounts of potentially volatile substances is obvious. Recognizing this, the United States and other countries are enacting laws requiring facilities to undergo a series of assessments and put in place appropriate security measures based on the type of chemicals, quantity and proximity to population centers.
In the U.S., the Congress has established significant requirements, the Chemical Facility Anti-Terrorism Standards -- or CFATS -- was created in 2006 to establish security standards for facilities considered to be at high risk. Prior to CFATS, the US Congress passed Maritime Transportation Security Act (MTSA) which affects port occupants. Many petroleum and chemical sites located on waterways are impacted by MTSA.
