I am not familiar with steam turbine condensers; however a silicate deposit on the tubes will have a significant effect on the heat transfer in this case. The cooling water and condensing steam heat transfer coefficients are quite large and any additional resistance, like scale, will reduce the effectiveness of the exchanger. This is also likely to result in higher pressure drop on the condensing side, increasing the condenser pressure.
